Maintain composure and promote the formation of an organic silicon industry cluster

Xinhua Daily Telegraph reported on March 10th that Yongxiu County in Jiujiang City, Jiangxi Province, the cradle of China's organosilicon industry, has been involved in and witnessed China's growth into the world's largest organosilicon producer and consumer over the past 30 years.
During the National Two Sessions, reporters from Xinhua Daily Telegraph interviewed Qin Ling, the secretary of the Yongxiu County Committee, to explore the ideas and practices behind the high-quality development of the local organosilicon industry.
"I've always believed that one cluster is better than a dozen individual companies. To that end, we adhere to a chain-based approach to promote the cluster development of the organosilicon industry," Qin Ling explained. To establish an industrial cluster, we must first focus on the chain. Yongxiu extends the industrial chain, anchors its industrial positioning, and cultivates downstream terminal application scenarios. Currently, the county has gathered 166 upstream, downstream, and supporting enterprises, developing over 1,000 organosilicon products. The industrial correlation rate reaches 70%, making it the most complete organosilicon industrial chain base in China."
Yongxiu organically combines chain extension and chain strengthening, implementing a three-year doubling action plan for the organosilicon industry to drive the development of upstream and downstream enterprises. In the past year, 28 projects, including the 5 billion yuan Xinghuo organosilicon "Phoenix" project, were completed and put into production, and 24 projects commenced construction, with the county's above-scale industrial added value increasing by 14%.
"This year's Government Work Report proposes to 'promote the transformation and upgrading of traditional industries' and 'stimulate the innovative vitality of the digital economy,' which provides a focus for the high-quality development of organosilicon," Qin Ling explained. In recent years, Yongxiu has upgraded its innovation platform, creating three major platforms: an organosilicon pilot test base, a provincial-level "industrial brain," and a provincial-level testing center to meet the research and production needs of enterprises. Among them, the organosilicon "industrial brain" was selected as one of the first batch of provincial-level constructions, and the relevant pilot test base and quality inspection center have been completed and put into use.
Yongxiu has also carried out R&D cooperation with more than 20 universities and research institutes, establishing one national-level enterprise technology center and 10 provincial-level centers, three national-level specialized and new enterprises, and 37 provincial-level enterprises. At the same time, Yongxiu optimizes the talent chain, inviting 11 industry experts to form an advisory committee, establishing an organosilicon industry-education alliance, and carrying out "order-based" school-enterprise cooperation to provide enterprises with professional talent.
In terms of promoting digital transformation and intelligent upgrading, Yongxiu supports enterprise digital transformation with a practical and enterprise-friendly approach, taking the lead in the city to complete enterprise diagnosis. Currently, 123 enterprises have completed the transformation.
Yongxiu pioneered the "Business Environment Express Lane" platform in the province, launching the "One-Stop Organosilicon Service" simplified approval model, allowing enterprises to complete procedures immediately and project commencement procedures within one month. To improve the government's ability to serve enterprises, Yongxiu assigns a "1+4" support team to each organosilicon enterprise, led by a county leader and including a clerk, a special commissioner, a safety supervisor, and an environmental protection officer, using the "Four Questions Working Method" to carry out "Three Help, Three Promotion" activities and provide full-life-cycle services.
To date, Yongxiu's organosilicon industry has won numerous honors, including China's Top 100 Clusters, National Specialized and Characteristic Industrial Clusters for Small and Medium-sized Enterprises, and Provincial Five-Star Industrial Clusters, ranking among the top ten industrial clusters in the province for three consecutive years.
"For Yongxiu, organosilicon is the primary industry, the first pillar, and the county's name card. In developing organosilicon, we will always maintain our determination and continue to make every effort to support the rise of the 'silicon' industry," Qin Ling said.
